Dr. Ed Czarnecki leads strategy and government affairs for ATSC member Monroe Electronics, which develops innovative broadcast solutions for emergency communications. For the last 15 years, Czarnecki has been deeply involved in ATSC-related public warning initiatives including FEMA’s Digital Emergency Alert pilot project that leveraged ATSC 1.0 data broadcast capabilities and, more recently, Ohio’s deployment of an ATSC 1.0 EAS data broadcast network.

Spring has sprung, and ATSC meetings are sprouting up with various technology group, specialist group and ad hoc group meetings all month long. Taking a break for at least for a couple days, hundreds of ATSC members will descend on Las Vegas for the NAB Show.

The latest in a continuing series of ATSC 3.0 compatibility testing sessions or “Plugfests” took place in Columbia, Maryland during March with a focus on making sure all the pieces fit together in the portion of the transmission standard covering studio-to-transmitter links (STLs) and single frequency networks (SFNs).

March 5 marks the official start of the Next Gen TV rollout process in the United States, when the FCC’s new rules providing the framework for voluntary implementation of ATSC 3.0 take effect. And, while it’s still early in the implementation process, there’s wind in the sails as seen in the landmark ATSC 3.0 broadcasts of the 2018 Winter Olympic Games both in Korea and in the United States highlighted in this issue of THE STANDARD.

In the Chat Room this month, THE STANDARD sat down with ATSC board member Pete Sockett, head of engineering and operations at Capitol Broadcasting Company, based on Raleigh, North Carolina. We caught up with him after yet another milestone for pioneering broadcaster WRAL-TV – the first U.S. over-the-air 4K Ultra HD broadcasts of the Winter Olympic Games.

The Korea Radio Promotion Association, known as RAPA, conducted impressive public demonstrations of ATSC 3.0 mobile broadcasting during the Olympics. South Korea launched the world’s first terrestrial ATSC 3.0 4K broadcasting service last May in Seoul. Earlier this year, coverage was extended major cities including Pyeongchang and Gangneung, home to 2018 Winter Olympics.

The coveted APTS EDGE Award is presented annually to individuals, stations or institutions doing pioneering work in technology and other fields that promote progress in public television.
